Organized as a limited liability company, P3 Municipal Advisors, LLC is a registered municipal advisory firm specializing in providing municipal advisory services.
Richard W. Meister is the Managing Principal of the P3 Municipal Advisors. Mr. Meister served as an investment banker to state and local governments and to non-profit corporations, associations, and other organizations from 1979 to 2021. He previously worked for Merrill Lynch and Bank of America Securities (the “Bank”) from August of 2001 through March of 2021. In addition to working for Merrill Lynch and Bank of America, Mr. Meister was previously employed by Goldman Sachs & Co. from December of 1980 to November of 1999. He also served as CEO of the online broker dealer Ebondtrade.com from December of 1999 until August of 2001
Mr. Meister retired from the Bank in March of 2021. As a retiree of the Bank, he is eligible to receive healthcare and other retiree benefits.
Other than his prior relationships with the financial firms named above, Mr. Meister has no other potential conflicts of interest.

In the absence of willful misconduct, bad faith, gross negligence or reckless disregard of obligations on the part of the company or its associated persons, P3 Municipal Advisors and its associated persons shall have no liability for any act or omission in the course of, or connected with, rendering services or for any error of judgment or mistake of law.
No recourse shall be had against P3 Municipal Advisors for loss, damage, liability, cost, or expense (whether direct, indirect, or consequential) arising out of or in defending, prosecuting, negotiating, or responding to any inquiry, questionnaire, audit, suit, action or other proceeding brought or received from the Internal Revenue Service in connection with any Issue [or Product] or otherwise relating to the tax treatment of any Issue or product.
Notwithstanding the foregoing, nothing contained in this paragraph shall constitute a waiver of any of the legal rights clients may have under applicable U.S. federal securities laws or any other laws whose applicability is not permitted to be contractually waived, nor shall it constitute a waiver or diminution of P3 Municipal Advisors’ fiduciary duties under Section 15B(c)(1) of the Securities Exchange Act of 1934, as amended, and the rules thereunder.
